تمويل أفريقيا

يتطلبُ تمويلُ تنميةِ أفريقيا إبداعاً وانضباطاً وفهماً للنُظمِ الماليةِ-الضريبية وجميعِ أوجُهِ الإيراداتِ والنفقات الحكومية بما فيها الضريبةُ والديْن. ميزةُ هذا الكتاب أنهُ يجعلُ ما قد يبدو للوهلةِ الأولى أنهُ مُعقَّد شيئاً مُشوِّقاً. ويصفُ مختلفَ المقاربات التي عُدِّلت لِتُلائمَ الظروفَ  المحلية في شتى بلدان القارة، ويتأملُ في الدافعِ إلى التوحيد والتنسيق كسبيلٍ للوصول إلى الوحدةِ الظروفَ المحلية في شتى بلدان القارة، ويتأملُ في الدافعِ إلى التوحيد والتنسيق كسبيلٍ للوصول إلى الوحدةِ الأفريقية. أفريقيا غنية، لكنَ مواردَها تُهدَر من خلالِ ما في النظمِ الماليةِ-الضريبية مِن مَهارِبَ ومَسارِب. فالمواردُ المالية تأتي من الناس، وهي ليست نبعاً لا ينضب، ولا تأتي بسهولة أو بلا ثمن. وعلى الأفارقةِ بالتالي أن يَرعَوْا هذه المواردَ ويستخدموها لبناءِ الأوطان وتحقيقِ التنميةِ المحلية والإقليمية. وإنَ نُظُماً ماليةً-ضريبية تتسمُ بالفعاليةِ والكفاءة والشفافيةِ والمساءلة وتكونُ منصفةً وعادلة لَتُسهِمُ إلى حدٍ بعيد في تمويلِ تنميةِ أفريقيا. وبإيرادِهِ أمثلةً من بلدان أفريقيا الأربع والخمسين، يجعلُ هذا الكتابُ المسائلَ الماليةَ-الضريبية ملموسةً وميسورةَ الفهمِ لدى الناس، على اختلافِ ميادينِهِم المعرفية. ويُظهِرُ أهميةَ تطوير القانون الضريبي والسياسة الضريبية وما لِذلك مِن أثر على الأفراد، والمجتمعات المحلية، والبلدان، والتجمعات الإقليمية، والقارة. البروفسورة عطية وارِس هي أستاذة القانون الضريبي والسياسة الضريبية الوحيدة بشرق أفريقيا. وهي تُدرِّسُ في جامعة نيروبي التي ترأسُ فيها لجنةَ الدراسات المالية-الضريبية، وفي جامعة رواندا، وفي مركز حقوق الإنسان بجامعة بريتوريا. وتَشغَلُ منصبَ مراقِب في لجنة الأمم المتحدة للمسائل الضريبية.

Financing Africa’s development requires ingenuity, discipline and an understanding of fiscal systems, and the entirety of government revenues and expenditures including taxation and debt. This book makes fascinating what may seem at first glance complex. It describes diverse approaches that have been adjusted to local circumstances across the continent and reflects on the push to unite and harmonize toward African union. Africa is rich, yet resources are lost through loopholes in fiscal systems. Financial resources come from the people, are not unlimited and do not come easily or without cost. Africans must therefore cherish these resources and use them for nation-building and national and regional development. Efficient, effective, transparent and accountable fiscal systems that are fair and just will go a long way financing Africa’s development. Using examples from all of Africa’s 54 countries, the book makes fiscal matters real and understandable for people, no matter their field. It demonstrates the importance of fiscal law and policy development and the impact it has on individuals, communities, nations, regional groupings and the continent. Prof. Attiya Waris is the only Professor of Fiscal Law and Policy in East Africa. She teaches at the University of Nairobi, where she chairs the Fiscal Studies Committee, at the University of Rwanda, and at the Centre for Human Rights at the University of Pretoria. She is an observer to the UN Tax Committee.
