Uganda instated a decentralisation policy in 1992 aiming to introduce a system that would meet local needs. The 1995 constitution consolidated the process, and the local government act of 1997 provided the legal framework. About the author
Sylvester Wenkere Kisembo was instrumental in the formulation and implementation of the decentralisation programme, laws, constitution and procedures in Uganda. Until his death in 2003, he was a professor at Makerere University.
