Ambassador Mbaya graduated from the University of Nairobi with a degree
in Political Science and Literature in 1978, and a Post-Graduate Diploma
in International Relations in 1982. He rose through the ranks in the
civil service to the position of Director for Political Affairs before
appointment as Ambassador to France, with multiple accreditations. Mbaya
went on to serve in various countries. He too served as Permanent
Secretary, Ministry of Foreign Affairs before retiring in 2009. At
present, he is the founder and Executive Director of the Centre for
Policy Analysis, a think tank and consultancy firm in public policy,
training, management and research.
